How to fill in a PDF form that isn't fillable
Some PDF forms let you click a box and type. Many don't: they're just a picture of a paper form. Here's how to tell which you have, and how to fill in either kind.

Quick answer: if you can click a box and type, the form has real fields: fill it in with a free PDF reader such as Adobe Acrobat Reader. If you can't, it's a flat form. Open Edit PDF, add text boxes over the lines and boxes, add the date, ticks and your signature, then download a normal PDF with everything in place.
Step 1: Check whether the form is fillable
Open the PDF in a PDF reader (not just an image viewer) and try these:
- Click in a box. If a cursor appears and you can type, it's a real form field. Adobe says the pointer changes to an I-beam over a field you can type into, and Tab moves you to the next field.
- Look for a message bar. Adobe Acrobat Reader shows a colored message bar when a form has fillable fields, and clicking it shows where they are.
If nothing happens when you click, the form is flat. Adobe describes a flat form as one that "doesn't have interactive fields", such as a scanned paper form. That's very common for forms that were scanned, or made in a word processor and saved as PDF.
If the form has real fields
Use a PDF reader that supports forms. Adobe Acrobat Reader is free on computers and phones, and Adobe says you can fill out forms and sign PDFs at no cost.
- Open the form in Acrobat Reader.
- Click in the first field and type. Press Tab to go to the next field, or Shift + Tab to go back.
- To sign, open the Fill & Sign tools (select E-Sign in the top bar, or All tools > Fill & Sign), then choose to add a signature or initials. You can type, draw or use an image.
- Save a copy with a new name, so you keep the blank original.
On a Mac, Preview works too: Apple says to click a field and type. On recent versions of iOS, the Preview app on iPhone can also fill out and sign PDF forms.
If the form is flat: add text on top of the page
A flat form can still be filled in: you place text where the answers go, on top of the page. Acrobat Reader's Fill & Sign tools can do this, and Adobe notes they let you add text and symbols anywhere on a flat form. On a Mac, Preview's Text Box tool (under Show Form Filling Toolbar) does the same.
To do it in your browser without installing anything, use PDF ProMaster's Edit PDF tool:
- Open Edit PDF and choose your form. It's opened on your device and isn't uploaded.
- Add a text box for each answer and drag it onto the right line or into the right box.
- Add today's date, and ticks or crosses in the check boxes: draw them with the Draw pen, or type a capital X.
- Add your signature: draw it, type it, or use a picture of it.
- Made a mistake on the printed form itself, or need to cover a box you're not using? Cover it with white-out.
- Download the filled-in PDF.
Edit PDF can also change the words already printed on the form: choose Edit text & images in the editor and click the line you want to change. The old words are removed from the file and the new ones drawn in their place, in a standard font.
Other ways with PDF ProMaster
- Just a signature: Sign PDF lets you draw or type your signature and click the page where it should go. It signs one page at a time: download, then open the signed file again to sign another page.
- Several jobs at once: in the PDF ProMaster Workspace, select a page and press Edit page. You can change the words and pictures already on the page with Edit text & images, and add Text, Date, Image, Signature, Draw, White-out, Highlight and Box items. That's handy if you also need to add pages, such as a scanned ID, or combine the form with other documents.
Tips for a neat, accepted form
- Match the text size to the form. Most printed forms use small text. In the Workspace you can set the size from 6 to 144 and pick a sans-serif, serif or typewriter-style font. Something around 10 or 11 usually fits form lines.
- Line up with the lines. Zoom in and place the text so it sits just above the line, not on it. Keep answers inside their boxes.
- Use a tick or an X the receiver will recognize. In the Workspace, typing a capital X works well; its standard fonts can't show some symbols, such as ✓, and show a question mark instead. The same applies to letters from other alphabets.
- Type dates in the format the form asks for. In the Workspace, the Date button uses your browser's language, for example "27 October 2026" or "October 27, 2026". If the form wants MM/DD/YYYY or DD/MM/YYYY, type it yourself.
- The result is a normal PDF. What you add is drawn onto the page, so it looks the same in every PDF reader and can't be changed by accident. It also means you can't edit it later as a form field, so check everything before you send it.
- White-out hides, it doesn't delete. Covered text is hidden when the page is viewed or printed, but it's still in the file. Don't use it to remove private information.
- Check the receiver accepts typed or drawn signatures. A picture of your signature is fine for many everyday forms, but it isn't a certified digital signature. Some documents need a handwritten signature, a witness or a specific e-signature service.
- Keep a copy. Save the blank form and your filled-in version, in case you need to correct and resend it.
If the form needs to be uploaded
Online portals often have a size limit. If your filled-in form is too big, open Compress PDF and choose Exact size. If you need to attach other documents in the same file, see how to combine documents into one PDF for an application.
Questions
How do I know if a PDF form is fillable?
Open it in a PDF reader and click in a box. If you can type, it has real form fields. Adobe Acrobat Reader also shows a message bar when a form has fillable fields.
Can I fill in a PDF that isn't fillable for free?
Yes. Add text on top of the page with PDF ProMaster's Edit PDF tool in your browser, or with the Fill & Sign tools in the free Adobe Acrobat Reader.
Can I change the text that's already printed on the form?
Yes, if the form is a real PDF rather than a scan. In Edit PDF, choose Edit text & images, click the words and type. The old words are removed from the file. On a scanned form there's no text to change: run OCR PDF first, or cover the words with white-out (which only hides them; they stay in the file).
Is a typed or drawn signature legally valid?
A simple electronic signature is accepted for many everyday forms, but some documents need a handwritten signature, a witness or a certified digital signature. Check with whoever asked for the form.
Is my form uploaded when I fill it in with PDF ProMaster?
No. The tools run in your browser, so your form and signature stay on your device.
